Introduce an admin console menu to configure the default set of tabs all microsites of a particular type display

At present, to configure the default set of tabs that are displayed in new profiles (microsites) of a particular type, one needs to manually configure the tabs in each profile or hack an xml. It becomes easier to configure Connect, if the admin console can configure the default tabs in all different profile types in the community.
