I have checked in the following fixes in f-20070222-411-fixes:
1. Contact Name comparison failed during Contact Import process and the contact owner was not being mapped correctly
2. Incorrect permission check for "Action Plans" menu in Account Ticket Details page
3. FileNotFoundException when icelets are being loaded. Code changed to verify if the icelets config file for locale is available. Else default english locale icelets loaded if not already loaded.
Reviewed Ticket report query fix for MySQL support.
