Description

When I create a task, then assign that task to another user, the "Modify" button should not be shown on the Task Details page. Currently if I click the "Modify" button, the screen refreshes back to the details page.

In the task list, the drop-down menu should not have "Modify" if I do not have permission to choose it. Currently, if I select modify, a javascript message says I can't -- this option should go away completely.
