Description

The menu displayed for a particular Ticket when you go to the Ticket Details page (whether as a regular user or as a portal user), is checking for an incorrect permission before displaying the "Action Plans" menu item.

I don't think "Action Plans" are yet available for Portal User view. The correct permission needs to be set.
