I need to add more information into the invitation letter. I tried to modify the file in "WEB-INF/setup/invite_message.html", but it doesn't work.

Could you please tell me what I should do? Many Thanks.

During the setup process the configurable files are copied to the fileLibrary, outside of the actual web application.

Locate the file library for your installation then look in:
fileLibrary/1/templates/
