There's some information in the "Getting started with Team Elements" PDF on the Home page...
There are 2 ways for users to be added:
1. Create a project, then use the "Team" tab to add users by email address. This works well because you can create a project and give your users details about the project. Also, if you allow users to invite non-users then the system self-maintains itself and encourages use. You might want to disable that feature and select project admins to do this.
2. Enable visitors to register themselves. This isn't fully documented yet because there are some advanced capabilities that are enabled in the database only. More on this soon.
