To get things going, software-wise, popularity is being generated by the viewing of data per user per day. Someone must click-through in order for the view to be triggered. It's not counted just because the profile is listed on index.shtml or any other page. It is triggered by a click of the profile name.
I'd like to see popularity factor in many statistics, similar to how user contribution is determined. For example, there are 15 weighted criteria for determining a user's contribution. You can adjust the weights, just take a look at [lookup_contribution] table until there is an Admin UI.
So what criteria would make it into popularity? Perhaps the amount of recent activity is highly weighted, the recent unique views by users, etc. This is one category I'd like to see refined!
